Financ dep not processing my payment

Good day I'm not happy about the attitude I get from supervisor of finance dep after I spoke to Busie about my claim payments she hang up my call I try to call again busie she give me excuses she not available.now I'm stack I don't know what to do because I can't get my vehicle without payments
