Terrible Service - Car Damaged during routine Service and they will not repair after confirming via video footage

I sent my car in for a service in October 2022 and the front bumper was scratched while at the dealership. I called them the same day and informed them. They pulled out video surveillance and confirmed that the car was damaged while in their possession. The service manager emailed me in December 2022 and said he admits the car was scratched while at the dealership but he is not to pay for the full repairs as there are existing scratches on the bumper. Its now March 2023 and they have been avoiding my emails and calls.
