I have reported clear cases and have seen accounts created with the same name (slightly differnt number nommak2012 / nomak2017) bid on items, no rating, new members just signed up and bid on items.

When you report BidorBuy state its different users and no problems were found, when you do an IP trace the users all come with the same / similar IP's
