Mislead

I app**** for a loan last week Tuesday; submitted all my documents and received an sms last week Friday evening that my loan was declined. On Tuesday, 28 May 2019 one of their consultants gave me a call saying she saw that my loan was declined and asked if they offered me a settlement because I qualify for a loan (normally you would be told that you tentatively qualify for a loan of in principal but she made it sound as like an approved loan. She even gave me the instalment that I would be paying (as if the loan was already approved). She asked that I submit all the documents asap because if I sent all the docs they would finalise the deal yesterday and make the pay out. She sent the application form and asked me to fill it in and send it back asap. This morning when I followed up on the loan; she told me that the person reviewing the loan uses a different criteria than what they (the consultant) use, so I was totally confused. My problem is that I rejected an approved loan because they offered me more and I would have saved a lot more. I don't think anyone would apply for a loan if they are not in a position to pay for it.
