Declined Reason doesn't make sense

I app**** for a Consolidation Loan got promised that they are able to assist me. I submitted all my Documents then afterwards was told that the Company I work for is not on the list of Companies that they help. Surely they should know from the start of the process which Companies as excluded before letting people go through all the PT to get the Loan & what I find very strange is that I was assisted by them in the past with a Loan & Cell phones. So I am not sure why I cannot be assisted by them this time around.
