Debt should be written off

I been offered a 70% settlement discount on a loan that was taken out in 2016. When I wanted to pay this settlement discount, they said the loan discount expired. How is this possible. I just want to clear my name. This loan has been on my name from 2016. Debt should be written off if no payment was made for 36 months. This is considered old debt by any creditor and should then be written off. I also get a thousand calls everyday from Bayport Spam! Please clear my name.
