flaking tires

I have complaint about the flaking tires on my Ford Kuga, I started noticing when I was around between 15000 and 20000 kilometers. when I went to Barloworld to tell them I was asked if I drive on gravel road and I told them i don't. i was then told to go to Tiger wheel and tire for them to check which i waited for six months without getting any feedback from Barloworld. When i went back i was already on 40 000 kilometers and i was told that they would have given me new tires if i was at least on 20 000. I argued their saying because i had reported earlier while i only drove around 20 000 kilometers. I tried following up but i did not succeed on getting to the bottom of this problem.
