Will my name ever be cleared for an Avon account that I know nothing about?

I have been blacklisted by Avon for an account that I was not aware of, the account was open with my ID number and I have no Idea how that happened. All I know is that I have no account with Avon, I called them about this issue back in April this year and I've sent them all the necessary documents that they asked. They told me that the matter has been solved and I will receive a clearance letter from them but I haven't received anything and I'm still blacklisted. When I call they say that the letter has been drafted but it's waiting for the supervisor to sign it off... For so many months though? How long should I wait for my name to be cleared?
