***** Account opened using my ID number

I don't understand how people\agents are able to open accounts using my ID number, i have been listed for close to R9000 for an account that i don't have and never had, i called Avon\Justine and was given instructions to go do an affidavit but its almost 2 months and i haven't received any feedback nor have i been cleared of that debt. i call them every single day to be told its still under investigation. it can not take them 2 months to investigate this matter.
