Bad customer service

I bought mascara from Avon, whenever I used it gives eye irritation. My eyes will be itchy teary and after some time they swell. Sent an email to them to my surprise I was told they have to test it, so what are they saying? Does this mean they just manufacture and sell without it being tested. Fast forward that was the last communication from them almost 2-3 weeks now still waiting no feedback
