Avon refuses to deliver my order or refund my money

I have paid for my order on the 29th of April till today 28th May I still have not received my goods. I have contacted Avon over and over again and still everyone is not helping me. I've told you I have proof of payment to show for this, I have asked for a refund since you cnt deliver my goods but no one seems to entertain that. Kindly assist with this as I dnt know who or where to turn to, because the company itself refuses to help me.
