AVON account opened **********ly handed over to ITC BA

I have been handed over to ITC BA due to an account which was opened using my personal details which I have no knowledge of.

The person used my ID number and full name and surname to open the account however there is no address or email address to the account. How can AVON allow such to happen? Surely they must be held accountable for such inconvenience.
