Swindling money from the elderly????

My Grandparents has / had a policy with AVBOB and AVBOB was paid up in full, sadly my Grandfather passed away on the 15th of August this year, but before my Grandfather passed my Grandmother went to check if the cover would be enough to cover them both long ago, only to find that the cover would not be enough. She asked them to give her a quote to see if they could afford it to pay more. But unfortunately the amount that AVBOB gave them was too high that they could not afford it on their state pension of R1200.00 a month as well as all the rent and food etc. So they went to SAFAS and the amount that SAFAS offered they could afford. so now they had two policy's. On time of organizing the funeral and contacting AVBOB, AVBOB said they are the capital holder being the first paid up policy they are entitled and will take R9000.00 from the policy before paying out any money. Needless to say, AVBOB did not arrange the funeral. My Grandmother was so shocked / grieving and signed a paper in their offices that was given to her. Safas now did the funeral . (Second Policy). We would like to know with the cost of living and funeral cost escalating so much, how is it possible to any Funeral Parlor to take money for services they did not do other than to take money and keep it in their account for as long as ever until someone dies. The spouse left behind has to deal with all this and still have no money and with the worry if there will be cover for her when she dies. what will be done with the monies that was saved or paid in full to AVBOB???
