upgraded a month ago still no phone

I was called by one of auto page consultants to upgrade on the 21st of May. a month later still no phone and every time I call I am being promised by consultants that the phone will be arriving soon, and everytime the phone does not arrive. the last conversation I had with a guy named Tony was on Monday (15 June) where he promised me a phone within two days. its Friday today still no phone. when I leave a message to be called back he doesn't call me back. I am of good mind to just cancel the whole upgrade. this is nonsense.
