Phone blocked

My sons number has been blocked since last week Thursday and I phoned 4 times to find out what is going on. Every time, I waited at least 20 min before I got someone on the phone, then I got so many different reasons why my sons phone is blocked and was moved around to different departments. After a while they concluded that the phone is now unblocked, which it still has not been, almost a week later!
