no response

I asked for a change of ownership in October 2014. I had to hand in all the paper work 3times because they keep on loosing it before the transfer is done! It is now 7months later and the contract is still not on my name and they want me to hand in new paperwork!! I will not go to any lengths to fill in the paper work as it is not my fault that the paperwork are now old!! If autopage send it to me i will fill it in as well as pay all the costs that bank satements ect will cost me. How long do i have to fight this fight.
