Autopage and cell companies ******* and incompeten

I had a contract for a tablet at Autopage with Vodacom. This was a data contract for a tablet. They nagged met o upgrade as it was costing me about R120 per month and if I upgraded it will go down to R89 per month. I always has a twin sim to use it in the tablet or modem. After the upgrade it has been changed to top up and the w twin sim been deleted. Many calls later this answer came out that you cannot get a twin sim on top up. I cannot see why as you pay for the data you use. I would like to take this up with whatever authority that in the first place it was not communicated to me and I would like to see the contract where this is written. Either way this is clear ******* from cell phone companies or Autopage. Then on the Autopage site where users can login you cannot see balances of usage clearly to rip you off not to allow you to manage data usage. I would like to report this also to ICASA or make whatever organisation ??? Most of the the Autopage site is not working.<br>
