Pathetic connection

I am sick of complaining about bad connection and intermittent slow speed and nothing gets done to address the problem. I can't even stream audio properly without it freezing at times. I test the speed and ping and it is often right down near 0 meg [and pings running into the 100's ms] when I am paying for a 5 meg connection. I think they know that they have a monopoly in the area that they serve and , as a result , don't really care about giving quality service.
