Arwyp Hospital unreasonable file opening fee

Today we had to rush my father to hospital. We rushed to Arwyp hospital as the staff there advised that they have beds available for him and that we had to go there. When we got there we were told to go to Unitas as they do not have space available. We were then asked to pay R2000.00 because they had to open a file?? This is Not Right. He was not even admitted there and we were referred to Unitas??
