Charging extra money for luggage

The bus people did not allow me to enter with my luggage, they weighed my bag and it was 11kg. They forced me to pay R50 as other customers bags are weighing more than mine. My slip is written 20 KG is free and you pay for the extra KG. I am angry with them because if it was written on the slip I was going to understand.
