AMS does not want to pay a claim they keep claiming unclear imaagw

I have submitted a claim twice now, claims dot keeps saying the image is unclear and I have scanned the reciept twice now nothing is unclear about the reciept that I am sending but they keep saying the image is unclear, is it to avoid paying the claim
