Refusing to give a statement

Clearly you guys want to hand people over... My partner is having bloods done with you. He is on my medical aid. I am receiving the smses stating that payment needs to be paid. I email accounts to get a statement and I'm given a story about the popi act... Really? So its ok to send me an SMS to my number stating you want money(didn't care about the popi act then) but I can't ask for a statement. It must come from him. Hand the account over. I've got proof that we requested and you guys couldn't be bothered. If I don't get a statement I don't pay.
