Handed over Accounts ????

just received a message to say that MY account is being handed over and I have tried the no with no response. Is this correct ?? or a **** as this is the VERY first time I have received this message and I have not received any account. Please send account details , when & where . And advise why this is the first contact re an unpaid account , to say ots been handed over. This is not customer service at all.
