Amazon not on top of delivery failures by sellers

When things go well, Amazon is fine, but there is doesn't seem to be a way to complain about delivery failure. I ordered and paid for an item on 9 May, with a delivery promise on 11 May. By 18 May, there was still not a word from either the seller or Amazon. I submitted a poor review, only to have the seller immediately cancelling the order, thereby also nullifying the poor review.
