Amazon doesn't want to refund nor deliver product

Placed an order on the 4th of July and I'm still waiting for 1 of my items to be delivered. I contacted customer service twice and they said they can't cancel & refund me. So I'm not getting my refund nor my item? DO NOT RECOMMEND THEM
