Advertising spas they don't have

I was given a voucher for my first Mother's Day for a hot stone massage as I have arthritis. We were in Joburg for the weekend, from Gaborone. I tried to book on their 'live chat' and over a period of 2 days didn't even get a 'hello'. So I went in to the Parkhurst spa to make an apt, and they were fully booked. We were leaving to go to Gaborone the next day but didn't worry as their website lists the spas they have and V&A Waterfront is on it, and we're often in Cape Town. I am now in Cape Town and o tried to book on their 'live chat' again, and no response. I phoned the head office to confirm I could use the voucher at the V&A Waterfront Spa, and was told that's fine and was given the number to call. I phoned them and it turns out they only sell products, despite them being on the list of spas on the website, and head office saying they are a spa. I was told I could use the voucher on products. I don't need products but I do need a massage. I phoned head office and they said their policy is not to refund vouchers. I pointed out that they are misadvertising, and they said they speak to the directors, who said they don't refund vouchers. I have now researched the consumer protection act which states that advertising a product you cannot offer is a violation of the act. I have told this to Africology, and have been told they'll get back to me, which they have not done. No one calls me back.
