Sick and tired

I am staying at one of the buildings managed by Afhco(252 Montrose avenue).This month I received my utility bill statingthe following:water 36 units amount due R1265.54 and hot water 23 units amount R1140.00 .Last month my utility bill had the following water 15 units amount R232.00 hot water4 units amount R 195.00. First what I would like to know is how on earth did I utilise more water when half the time we do not have water in the building ,as I am writing this the water has been off from 13.29 it's 16:30 still no water .There is apparently an issue with the geyser which is why we have water issues . Second point looking at the above mentioned amounts if I paid R232 last month for 15 units how does 36 units add up to R1265.54?

I have had it with Afhco,fix my bill.I am going to start looking for accommodation elsewhere after nearly 3 years of staying in this building.
