Poor service delivery and being over charged

My bill keeps exponentially going up,, the past month I was alone, however I am paying a thousand rand more on electricity, when I speak to a consultant I am told I must wait for next week for this to be assessed but how when my rent is due. I am so upset with the poor service I have been getting with this organization, its always one thing or the other, there are things that I found broken in my apartment when I moved in that I have escalated several times and they pick and choose what to choose.
