Poor Service

I recently moved in 120 End Street with the impression that the building has CCTV cameras on each floor, only to find out that there are no cameras, when asking the building manager he said they were removed and will be installed soon, my question was when soon? It's over a month now staying there but there's nothing. No intercom inside the rooms if you need the manager or security attention you have to use your phone to call or take a lift down stairs to relay your matter. The WiFi is not working most of the time. There's lot of noise from the tenants mostly the young ones,[children playing and screaming on the passage and from young adults who play music very loud, drinking alcohol and screaming] someone space is not respected, when reporting I;m told that that's a life of living in a flat, - it contradict with rules that are being laid on the lease contract. Am i bound to stay in this flat for 12 months???
