Overcharging tenants

I am concerned about how this matter has been handled. I was overcharged for water( 3times compared to previous month) and specifically requested a detailed water statement to explain the charges. Instead of providing the statement, a caretaker was sent to inspect.

She opened the kitchen tap to its maximum capacity and then claimed that the tap was leaking. How can a tap be opened fully and then be used as evidence that it is leaking? She also flushed the toilet and claimed that the toilet was leaking.

For the record, none of the taps in the property are leaking, and there was no issue with the toilet before this inspection.

This situation is becoming very concerning, and I need a clear and transparent explanation for the excessive water charges, now they don't respond to my email
