Meter box maintenance charges

I moved in 2023 at Afcho jabulani lifestyle and I have been having meter box issues from last year.

The meter box has been having connection issues and it did not have a signal and everytime I load electricity it would load and load and load without loading the electricity. I reported this to the office and they replaced the meter and now I got a statement for my rent for this month and its R7700 and when I called the office they are saying its for the meter replacement and labour costs and this is something I was not informed before the replacement took place.

I did not damage the meter box and I believe this was supposed to be some sort of maintainance and it is not my fault that the meter did not have signal for me not to be able to load the electricity.
