Flat Mix ups

From 2016 ive been staying at Atkinson house unit 906, seeing that my family is extending i decided to do an internal transfer to 908 and I got a message on the 14th that I was approved and I should pay R6500, so i didnt understand the amount then I went to query at AFHCO... So when I got there the lady calculated and said no i need to pay only 4800 then I said OK cool since Im buzy serving my notice then on the 27th ill pay this and move to this. To my suprice after paying i was told that another lady got approved for the same flat 3 days ago and she was even told to go make a payment. And was even told not to move to that flat or else electricity will be switched off on ME. Like what kind of *******ion is this? How does two people become approved for the same flat?. I just gave birth to my son now and Im at the hospital but now Im forced to go to AFHCO with an infant where else i cant even stand or walk properly just because of this.Funny part is that the building manager is the one who submitted my application forms last month and I told him specifically that I dont want to move to another floor and if thar flat wasn't available i wasnt gonna serve the notice....
