Deposits non refundable when moving out

When I moved out of their building i gave them enough notice and I left the flat clean but they didn't refund me my deposit. They said the flat needed painting but another tenant moved into the same unit before they could paint. I called & went to their offices to complain but all this was in vain. They are ******* these people.
