Reaction Officer Serves Himself Instead of Clients

I tried solving this issue without making it public knowledge, but since ADT has not responded to any of my mails or calls for more than a week this seems to be the only solution.<br> Our community does patrols and on last week Saturday morning as 12:40 we saw one of ADT's response vehicles standing in a park where no vehicles is allowed, upon investigation the ADT patroller got out of his vehicle with his bullet proof vest loose and tried to stop us from going closer to his vehicle , on inspection we saw a lady in the vehicle. When he realized we spotted her he jumped in the vehicle to chase away and almost hit one of our patrollers with his vehicle. We spotted him again at 01:00 parking outside at a shebeen, and again at 01:10 attending to a service call. Thus this person were on duty. He should have served the clients in the community. Would he have attended to a call while he was busy with the lady? Is he allowed to have somebody else in the car? Is he allowed to patrol without a dash-cam ? The community requires answers.
