Incorrect and Invalid Fuel Levy charged to account

ADT has incorrectly increased my Mother's debit order amount with the Fuel Levy charge when ADT does not even provide "Response Services" in the Brits (Letlhabile) area. ADT only contacts the Police Station in the event of alarm and no car is sent to inspect the premise. Is ADT unilaterally increasing accounts without checking the type of service/account of clients and earning underserving fees.
