Fence/ Wall too high to enter yard and high biill

On the 4th(Wednesday) of March 2015, a technician came to fix the sound of the alarm in my house as we could not hear it. According to m kids, he did not even spend 20 minutes,yet I was billed R530 for 30minutes according to the invoice that he left. A week later, Thursday the 12th March, I had a burglary. They went through a window where they cut the burglar proof open, forced open one of the bedrooms,wardrobes, took money, cellphones and some valuables. Funny part is the main bedroom which is near the window was not entered. ADT then called me and I had to instruct them to send someone. What if I was held at gun point? When the officer arrived, I'm told by my neighbour that he did not want to go to the back of the yard until she forced him and that's when they went and found an open window without burglar proofs. The officer then left and when I arrived I could not open front door as they had used a yale on the door to lock us out. The other officer who came to take the statement, stayed for more than two hours after we arrived. Why could the 1st officer who arrived at the scene first not do the same until one of us got home?They at times claim that my wall is too high! How high?
