Slow internet

I've been complaining for weeks that the internet is slow. I sent numerous emails and was ignored. I pay for 10mbps and the speed tests ran are 0.25mbps. I am essentially paying for a service I cannot use. I can't stream or download anything. Appalling service!!!!
