warranty cover for mechanical and electrical for short term insurance

I had a steering rack which needed to be replaced and it was covered by insurance. The insurance suggested strip and qoute report as they say they replace internal components of the steering rack whereas they dont pay for strip and quote. The assessment of steering rack was done by Tip Top tyre replacement company and is registered under RMI and they advised that the whole steering rack needed to be replaced from their diagnostic report. But insurance company failed to do so and even CAR Ombudsman(Osti) failed to resolve the whole matter and I had to replace the whole steering rack from my pocket.
