My mom has been sent from post to Pilar since 2013 till date trying to resolve the matter of my late father's shares

My mom has been sent from post to Pilar since 2013 till date trying to resolve the matter of my late father's shares. She submitted all documents required now they telling her to resubmit documents and she must go to master's court to get letter of authority their she is told to get a private lawyer because my dad and her have a house.. Meaning they won't help her because she has a house. She's unemployed how must she pay for a lawyer why was she not assisted when she submitted things in 2013
