Poor service

We agreed that we were going to get our wedding outfit at a certain date. The date when we were supposed to get our outfit he dissapeared, his phone was off, we went to his office and it was closed. On the next day he did not answer his phone, we went to his office and we found him there. He made excuses, he said our outfits were ready but they were at his friend's house and they needed to be perfected. We requested to go with him to the friend's place to fetch our stuff, he didnt want us to go with him, he said he will bring our stuff to our address in the afternoon. In the afternoon I called him to find out if he was still coming, he said he will come the next day because he couldn't finish doing our outfits. On the next day he sent me this message " Good morning I was supposed to manage to do your stuff and I'm failing you can do something I'm not owing you I'm already giving you money back thank you". What's more frustrating is that I have few days left till the wedding.
