I bought a Chevrolet cruze 1.6L through bank finance and I'm not satisfied about the vehicle released condition.

They did promised to conduct a 45 check point to all their cars but to my surprise I bought a Chevrolet cruze 1.6L last month and collected the vehicle on the 16/10/2017 and the following never attended to:1-wiperblades worn out. 2-wheel alignment. 3-two rear tires below 40%. Car registration went through but though I haven't seen the RW certificate and my question is how could the vehicle be registered prior the fixing of the above listed problems and also not sure which steps to take from now?
