Molt on the wall

I currently live at mogale junction G10 426 and there is molt on the bedroom wall it spreads all through out there was a list for such and we had our names written on it so they could come and paint it's been over a year now and it usually has d a bad smell and it covers anything that it touches I just want to know if it is possible for the room to painted? Just the bedroom? And how long should I wait till the matter is resolved because there is no communication from the office...
