Poor customer care

How is it possible to return a gift with attached tags but without the slip in any clothing city, except in Zara? There clothes/shoes does not come cheap and one would think that a shop will be willing to exchange for exactly the same item. And then to tell me:” You can do with it whatever you want to..” Sir, you should be so lucky that I did not do what I wanted to do!!
