No show up on agreed collection date

Have been waiting for my return order to be collected for over three weeks now. The last time I heard from them was when they called to confirm collection date, on the agreed date they call again instead of coming to collect. Can I get my refund seeing that your lazy and pathetic staff doesn't want to their job.
