No Exchanges!!!!!!!!!!!!!!!

I don't understand how you can't exchange items for a smaller size. I bought a pair of boots and the boots were to big, called and asked for an exchange, only to be told we do't do exchanges. What BS is that, if My Runway and Superbalist can do it, why cant they? waste of time and money honestly.
