Embarassment as an embassy

We app**** for evisa which turned out to be a permit application paid for it were told via one line email that it was wrong and we should apply for visa. App**** for visa. Got rejected. Reason : rejected. Have been trying to call and call and call no one answers any of the phone numbers. Why do they have embassies that are not reachable.
