Educator disaster

Found this company that does online maths classes after hours. Did some inquiries and Hendrik sent some details through. We made initial payment for deposit and lessons. When the loadshedding started we realized that we wont be able to make use of the online classes as the wifi doesn't work when the electricity is off. We informed Hendrik three days after payment was done. We did not sign any agreement or registered for any classes yet. After numerous requests and informing him that this is in contravention of the Consumer Protection Act, he is refusing to refund our money.
