Wish.com did not refund me for item that did not arrive.

I bought a pair of scales online and the did not arrive. When I queried where my product was they said it was delivered. When i said it did not arrived they said i should have contacted them sooner and nothing could be done about it. I tried looking up the delivery reference number but it was not in English and the South African postal service finds duplicate numbers for Wish.com.
