Non Delivery from Wish.com

O orders some seeds in September and they have not been delivers however every day I get bombarded with special offers. I have tried to communicate with them but you can only do it over the internet and they responded to say that would cancel my order and refund. Still no refund arrived. Fortunately it was only for a small amount.
