W&R SETA POOR SERVICE ON A BURSARY PAYMENT

I am student at the University of Fort Hare doing a Bachelor of Commerce degree. Late last year in November I and other students were awarded the W&R SETA Bursary, we then signed contracts and other relevant documents. When we enquired about our allowances we were told that an invoice needs to be submitted first and it's proccess takes 30 days. 30 days arrived and passed (mind you that was 2019), we did a follow up on the matter and we were told that there was a loophole in the contract that University of Fort Hare needed to sign, with that said last year we did not receive any allowances last year.

Fast forward to this year (2020); the loophole was fixed and the invoice was re-submitted on the 8 of June and as aforementioned above the invoice takes 30 days. As I write today we have not received any allowances whatsoever, this has been dragging for quite sometime because we keep getting excuses everytime we do a follow-up. We're not told a reasons for the hold up and the hasn't been any hasty measures put to resolve this issue or perhaps escalate it. I and my other colleagues (students affected by this) have sent countless emails throughout this issue and we even wrote to the Regional Manager of W&R SETA in the Eastern Cape begging him to escalate this matter and unfortunately he never responded to any of the emails.

I am deeply saddened by all this situation and the poor service we get everytime, to them it is like they're doing us a favour forgetting that we got the bursary on merit. Moreover, the online classes have resumed in the University of Fort Hare and we cannot even engage because we do not have any gadgets or relevant instruments to aid us in engaging because there hasn't been any allowances.

I do not know if it's the Eastern Cape Region that has this poor service or other regions have the same problem. Thank you.
